NATO 3.0: systemic shift or hype?
European security and NATO’s strategic framework are undergoing a major shift. Driven by a reduction in US conventional forces in Europe, perceptions of growing hybrid warfare from Russia, and a push toward European strategic autonomy, Europe’s nuclear and conventional architecture is rapidly changing.
Formally introduced by the Pentagon in early 2026, the NATO 3.0 concept marks a return to major-power territorial defence, but with a major twist: Europe must become the continent’s primary conventional defender, while the US acts as a nuclear guarantor and strategic backstop. Will this become a permanent structural reality, or just a political talking point? And what are the fault lines, and what potential alternative paths are possible?
Biography
Dr Ian Davis is the founder of NATO Watch (www.natowatch.org), a Scottish Charitable Incorporated Organisation that promotes public awareness and fosters debate on NATO’s role in public life. He is also Executive Editor of the Stockholm International Peace Research Institute (SIPRI) Yearbook and an Associate Senior Fellow in Conflict and Peace at SIPRI.
